Heres the link -and if the loading bar goes forever then download this and try the platform update again -This is only for Windows 7 users and should be available on Windows Update - it is very bad practice to avoid updating your computer. This platform update was released years ago. Windows Vista has two of these, if I recall correctly, the first to bring functionality introduced with 7 and then another with basic functionality from 8, neither Vista or 7 will get updates for Windows 8.1 or 10 graphical technologies.

Windows 10 was made ultra cheap and free for a whole year exactly in order to make people upgrade - it is a much better, safer, leaner and faster OS, particularly the latest build (version 1607).Windows 7 no longer receives updates as it is more than 5 years old - over 7 years old, to be exact, and it only receives critical security updates - no functionality updates and both Intel and AMD have already announced they have no plans to support Windows 7 in their upcoming processor families Kaby Lake and Zen. Simply put, with no drivers even made for these systems, it's a matter of time until Windows 7 fades into utter and complete obsolescence.
